Following outline planning approval for the wider Milford Waterfront development in November 2019, we were retained by Milford Haven Port Authority (MHPA) to support the reserved matters submission for Phase 1 of the outline masterplan. This comprised the delivery of a new five-storey,100-bed hotel.
APPROACH
We provided detailed transport layout advice through liaison with the project team and key stakeholders, including highway officers at Pembrokeshire County Council (PCC) and Welsh Government (WG). We also prepared supporting documentation, including a Transport Statement and Travel Plan. The methodology and inputs were agreed with the local highway authority through pre-application discussions and was prepared in accordance with work previously undertake for the outline application.
Our input also included a supporting Technical Note on parking provision. This set out the proposals and justification for a temporary car park solution to serve the hotel, before the latter phase of the development delivery the long term parking strategy. This was key to the deliverability of the scheme. In addition, we provided technical drawing input to provide a suitable and safe temporary pedestrian diversion scheme to serve existing waterfront facilities and amenities during construction.
OUTCOME
Full planning permission was secured in July 2020. Subsequently, we continue to work with MHPA, providing technical advice and transport support.
