We were instructed by Robert Hitchins Group to support a full planning application for a Costa Drive-Thru at Kingsway Park in Quedgeley, Gloucestershire. The proposals included for a 167m² building, 32 customer car parking spaces and an additional 42 car parking spaces for engineering company Sartorius Stedim, which has an existing headquarters in Stonehouse Business Park.
APPROACH
We prepared supporting documentation, including a Transport Assessment (TA) and Travel Plan. The methodology and inputs into the TA were agreed with the local highway authority through pre-application discussions.
The TA included a traffic impact assessment which offset movements from the proposed development with those associated with the extant permission. The agreed methodology used existing traffic data to establish trip distribution, while also taking account of linked, pass-by and transferred trips.
As part of the assessment TPA undertook a parking study to support the additional 42 spaces required by Sartorius Stedim.
We also provided design advice on the Masterplan, including the provision of detailed access layout arrangements for vehicular and pedestrian/cycle access. In addition, TPA provided a Stage 1 Road Safety Audit of the proposed access arrangements.
OUTCOME
Planning permission was secured on 17th July 2019 following a successful appeal to the Secretary of State. We provided key inputs regarding the sustainability and suitability of the site within Statement of Common Ground and Statement of Case documents.
