Electric vehicle charging has moved from a nice-to-have to a standard part of getting a development approved. If you are bringing forward homes, offices, retail or almost anything with parking, the planning system now expects you to show how those spaces will be charged. Here is what sits behind that expectation, and how to build it into a scheme so it does not become a problem late in the day.

Where the requirement comes from

Three things drive it, and they stack on top of each other. Part S of the Building Regulations sets a baseline across England: new homes with an associated parking space need an electric vehicle chargepoint, and new and materially changed non-residential buildings need chargepoints and cable routes based on the number of spaces. On top of that, local plan policies often ask for more than the national minimum, and they vary from one authority to the next. And the transport work for the application, the assessment or statement and the travel plan, is where you show the whole picture holds together.

What residential schemes need to show

For houses with their own parking, the starting point is one chargepoint per dwelling. Flats and apartment schemes are where it gets more involved, because you are planning shared parking, electrical capacity and cable routing for a block rather than a single drive. Getting the provision and the future cabling right at design stage is far cheaper than retrofitting later.

What commercial and mixed-use schemes need

For non-residential parking, the regulations set a number of active chargepoints plus cable routes to a share of the remaining spaces, so more can be added as demand grows. Local policy may push those numbers up, and larger or mixed-use sites often need a considered split between staff, visitor and fleet charging.

How it fits the transport assessment and travel plan

Charging provision supports the sustainable-transport case in your transport planning work, but it is not a substitute for reducing car trips. A travel plan still needs to show walking, cycling and public transport are genuine options. EV charging sits alongside that, and it should be described consistently across the planning application so the transport chapter, the drawings and the conditions all say the same thing.

The practical issues that catch schemes out

A few points come up again and again:

  • Electrical capacity. The site may need an upgraded connection to power the chargepoints, and grid timescales can be long, so this is worth checking early.
  • Passive provision. Cable routes and capacity for future chargepoints are often required even where the units are not installed on day one.
  • Accessible charging. Bays that work for disabled users need thinking through, not adding at the end.
  • Management and maintenance. Who owns, runs and maintains the chargepoints, especially on flatted and commercial schemes.
