We were instructed by Stompco Limited to assess the transport planning and highway engineering implications of a 60 bed care home located on Galleywood Road in Chelmsford. The care home replaces an existing car showroom / garage along with two bungalows. The site formerly had planning permission for a residential development. The care home will provide 12 cycle parking spaces, a loading bay and 25 car parking spaces of which two will be allocated for disabled use. Three of the car parking spaces will feature active EV charging points.

The site is located in a highly sustainable location with access to multiple bus services, the National Cycle Network and a network of footways, with a range of day-to-day facilities located within walking distance.

APPROACH

We prepared a Transport Statement and Travel Plan to support the planning application. The Transport Statement demonstrated that the care home would result in a reduction in vehicle trips when compared to the site’s existing use. The scope of work included the review of vehicular access arrangements, onsite parking layout, a parking accumulation study and trip generation. As part of the supporting documentation swept path analysis was undertaken. In addition, a Travel Plan was prepared for the care home to promote a shift towards sustainable transport use for those working at and visiting the care home. Post-application we provided additional advice and technical support following comments from the Local Highway Authority.

OUTCOME

The planning application was permitted in September 2023.
