We were instructed by NHS Property Services to support an outline planning application for the development of an integrated healthcare centre in Trowbridge, Wiltshire. The development comprises a 2,486 sqm Integrated Care Centre, which includes 236 sqm of B1 Office, with associated parking and access, located between the Trowbridge Community Hospital and Freetown Park

APPROACH

We initially undertook pre-application discussions with highway officers at Wiltshire Council to establish the planning background and the required methodology and inputs required.

We prepared supporting documentation, including a Transport Assessment and Travel Plan to support the planning application. The scope of work included the design of vehicular access arrangements, onsite parking layout, a parking accumulation study, trip generation and distribution calculations based on anticipated movements, and the agreement of off-site pedestrian infrastructure.

Given the existing sensitivity to on-street parking on surrounding roads, we also produced a parking Technical Note to support the proposals and satisfy local stakeholders not to recommend the application be taken to planning committee.

OUTCOME

Planning permission was granted in January 2021. We have since been appointed to provide further input to the reserved matters submissions, including detailed footway design, a final Travel Plan, a Car Park Management plan and input required for a Traffic Regulation Order.
