We were approached by Gravesham Community Investment Partnership (comprising the Hill Group and Gravesham Borough Council) seeking support for a planning application on the Milton Place car park in Gravesend. The proposals comprised the construction of 61 assisted living apartments and 15 houses, all of which are to be affordable.

APPROACH

We worked with the project team to shape the proposed arrangement including the design of a new access arrangement onto Milton Place and the reduced existing car park. We provided advice in relation to the quantum of spaces that could be removed from the existing car park and we provided a justification for the reduction based on analysis of car parking survey data provided by Gravesham Borough Council.

We engaged with Kent County Council through the pre-application process and attended a public consultation event prior to submitting a planning application which was supported by a Transport Statement.

Following submission of the application we supported the client and project team with further engagement with Kent County Council, providing further confidence that the proposals would not result in an impact on the operation of the local highway network that could be considered to be severe.

OUTCOME

A planning application was submitted, supported by our evidence base and was subsequently granted planning permission in December 2025.
