We were instructed by Milford Haven Port Authority (MHPA) to support an outline planning application for a comprehensive mixed-use redevelopment of Milford Waterfront in Milford Haven, comprising up to 26,266m² of mixed-use, commercial, retail and fishing related floor space. The proposals include high quality leisure provision, up to 190 new residential properties and up to 70 marina berths. Once complete, the scheme will create over 600 jobs.

APPROACH
We provided design advice on the Masterplan, through liaison with the project team and key stakeholders, including highway officers at Pembrokeshire County Council (PCC) and Welsh Government (WG). TPA also prepared supporting documentation, including a Transport Assessment and Travel Plan. The methodology and inputs into the Transport Assessment were agreed with the local highway authority through pre-application discussions.

Our input included a comprehensive access feasibility report, which explored a number vehicular access options, taking into account cost, the additional trips generated by the development, the surrounding topographical constraints and the design implications of taking access from a Trunk Road (A4076). The proposed vehicular access to the site was agreed in detail as part of the planning approval, following negotiations with WG and successful Departures from Standards submissions.

OUTCOME

Outline planning permission was secured in November 2019. Subsequently, we continue to work with MHPA, providing transport support to successful Reserved Matters submissions for the initial phases of the scheme, including a 100 bed hotel and 400 seat entertainment venue.
