We were instructed by One Stop Doctors Limited to support a planning application for an extension to and alteration of its existing private healthcare clinic at One Medical House, Hemel Hempstead. The proposals comprise a two-storey extension and the reconfiguration of the internal layout, ancillary plant and associated car parking.

APPROACH

We prepared a Transport Statement to support the planning application, assessing the site’s accessibility, parking provision, cycle parking, access arrangements, road safety and forecast multi-modal trip attraction. Our assessment confirmed that the site benefits from existing car and cycle parking provision, including 110 car parking spaces and 43 cycle parking spaces. Analysis of the anticipated trip attraction for the proposed extension showed that it could reasonably be expected to only attract a small increase in movements, and therefore the impact could not be considered to be significant or noticeable in the context of the local highway network.

OUTCOME

The Transport Statement concluded that the proposed extension would only attract a modest increase in movements, and therefore the impact could not be considered to be significant or noticeable in the context of the local highway network. Hertfordshire provided a positive consultation response, and planning permission was subsequently granted, subject to conditions.
