We were commissioned by Taylor Wimpey during the summer of 2024, to undertake the Travel Planning Co-Ordination role for their site at Park Farm West, New Road, Hellingly BN27 1GU. This is to fulfil the legal obligation included in Schedule 11 of the signed S106 agreement and lasts for a five year period.

The obligation required a Draft Travel Plan to be provided, consistent with the 2019 Travel Plan submitted at planning stage..

APPROACH

As the 2019 Travel Plan submitted with the planning application (provided by another consultant), included a variety of (overly) onerous measures, including a £100 cycle voucher per household to the first 100 applicants and annual £250 prize draw for registered members on the East Sussex Car Share coffee mornings, we endeavoured to negotiate a reduced scope of measures with East Sussex County Council.

In addition, the 2019 Travel Plan previously provided suggested an annual monitoring commitment, whilst a biannually and was proposed in the Draft Travel Plan submitted by us for agreement.

OUTCOME

Three months in we have successfully agreed a new Revised Travel Plan removing £12,000 worth of measures as well as c £15,000 of third-party survey costs with the first survey scheduled for November 2024. The results of this survey will feed into a Revised Draft Travel Plan for further agreement with East Sussex County Council.
