PROJECT

We were approached by Hill to support them a scheme to redevelop the existing College of North East London campus in Dollis Hill to provide a mixed use scheme of circa 1,650 dwellings with commercial units at ground floor. The scheme would be delivered over two phases and would be car free with the exception of disabled provision, requiring an interim access arrangement at the rear.

We were brought on board to undertake a fresh review of the scheme which was stalling on transport planning matters with the previous consultant.

APPROACH

We reviewed the previous loading bay arrangement being proposed, and engaged with the Highway Authority working together to develop a scheme that satisfied our clients desire for an off-site loading bay and the Highway Authority’s desire for a new crossing point adjacent to the proposed site access.

We also engaged with TfL in relation to the potential impact of the proposals on the public transport network within the vicinity of the site.

We prepared a series of Reports to support a hybrid planning application including a Healthy Streets Transport Assessment, a Framework Travel Plan, a Delivery and Servicing Management Plan (DSMP), a Construction Logistics Plan (CLP), a Parking Management Plan (PMP), and an Operational Waste Management Plan (OWMP). Subsequently we provided support to the client and project team through the post-submission negotiations with both TfL and Brent.

OUTCOME.

The London Borough of Brent subsequently unanimously resolved to approve the planning application during a planning committee.
